The Cross-border Parcel Delivery Services (Amendment) (No.2) (EU Exit) Regulations 2020

These Regulations are made in exercise of powers in section 8 of the European Union (Withdrawal) Act 2018 to remove or replace any references to obligations under EU law that will no longer have effect after the withdrawal of the United Kingdom from the European Union. This instrument revokes and replaces The Cross-border Parcel Delivery Services (Amendment) (EU Exit) Regulations 2020 (S.I. 2020/583) due to the entry into force of that instrument being defective.

This sifting draft proposes to revoke and supersede the Cross-border Parcel Delivery Services (Amendment) (EU Exit) Regulations 2020 (SI 2020/583). It is concerning that the text of SI 2020/583 did not match the text of the sifting draft of the same title previously laid before Parliament and considered by the sifting committees, being instead “based on an earlier draft than that of the laid and approved sifting proposal” (see paragraph 2.7 of BEIS’s Explanatory Memorandum).
