This is an instrument that is only concerned with the use of public money. It is a money bill.
This is a spending of what the more dishonest brexit supporters have claimed is a dividend of crashing out and welching on our obligations. It cannot be claimed that this is a diversion of existing money if that existing money is also to be claimed as a dividend to the treasury by welching on the existing obligations.
